A Senior Lecturer at the Department of Teacher Education, University of Ghana where he teaches Quantitative research methods, Educational Measurement and Assessment, Programme Evaluation and Statistics at both undergraduate and graduate levels.
Dr. Butakor holds a PhD in Measurement, Evaluation and Statistics from the University of Alberta, Canada, and MSc degrees in Applied Statistics from Kwame Nkrumah University of Science and Technology and Educational Sciences from the University of Groningen, The Netherlands. He also holds a First-Class B.Ed. in Mathematics and Statistics from the University of Cape Coast, an LLB from the University of Ghana, and completed the Professional Law Course at the Ghana School of Law. In addition, he holds a Postgraduate Certificate in Business Administration from GIMPA.
He is a distinguished Measurement and Evaluation specialist, Statistician, and Psychometrician with proven track record in designing large-scale testing and sampling methodologies, psychometric validation, monitoring and evaluation, education policy and curriculum development, and econometric frameworks for national and international developments. He is proficient with the use of most statistical packages and qualitative packages for data management and analyses.
He has served on various national technical committees and consulted with several agencies in Ghana. He was the consultant that conducted the Country Analysis for the project “Strengthening Multi-Partner Cooperation to Support Teacher Policy and Improve Learning”. He was a member of the team of experts that developed the new 4-year Bachelor of Education programme for Colleges of Education and Teacher Education universities in Ghana and part of the pedagogy team that developed courses and Professional Development manuals for tutors in Colleges of Education.
He was also the National Quality Monitor- OECD-UNESCO Joint Initiative: Survey of Teachers in Pre-Primary Education (STEPP) project. He was also a member of the Technical Working Group that developed the portfolio assessment guide for in-service teachers in Ghana, Teacher Rationalization Study Working Group, Basic Education Research Group, and Committee for Pre-Tertiary Curriculum Framework and Standards Development.
Dr Butakor has worked in various capacities and consulted with the following agencies under the Ministry of Education; CTVET, NaCCA, GTEC, NTC, NASIA, GES, and UNESCO. He has published widely in peer-reviewed journals around educational measurement, assessment, evaluation, and statistical applications in education and psychology, and artificial intelligence in education.
